The Site: Island Bay's Hillside Challenge

Island Bay is one of Wellington's most distinctive coastal suburbs — a tight valley opening onto Cook Strait, with streets that run flat along the waterfront before climbing steeply into the surrounding hills. Many of the hillside properties in Island Bay have spectacular views and significant character, but they come with sections that would make a standard scaffolding crew pause.

This property was accessed from the road below. The house sat at the top of a cliff-like bank, with no side vehicle access and a height difference of roughly 10–12 metres between the road and the main working level. The site had three fundamental problems that needed engineering solutions before a single trade could start:

1. How do workers get up and down safely all day?

2. How does waste material get off the site without carrying it down by hand?

3. How do deliveries reach the upper site?

Standard scaffolding solves none of these. You need purpose-built systems integrated into the scaffolding structure from the start.

Solution 1: Dedicated Stair Access Tower

The first thing we built was a dedicated stair tower — a separate scaffolding structure running from road level to the top working platform. Not a ladder. Stairs.

For a job that runs for weeks, asking building trades to climb a ladder dozens of times a day with tools and materials is both exhausting and unsafe. A proper stair tower gives:

Safe, two-way traffic flow up and down the site
A stable, level walking surface at every landing
Guardrails on all open sides at every level
A compliant, WorkSafe NZ certified access route for all trades

The stair tower you can see in the photo runs from street level up the face of the cliff, with intermediate landings at each scaffolding level. Every tradesperson on site — builders, painters, the council inspector — used this as their primary site access throughout the job.

Solution 2: Rubbish Chute from Top Platform to Skip at Road Level

The second challenge was waste removal. A renovation of this scale generates significant waste — old cladding, roofing material, packaging, off-cuts, general building rubbish. Getting it off the site safely and efficiently was critical to keeping the job moving.

We installed a full-length rubbish chute running from the top working platform all the way down the cliff face to a skip bin at road level. You can see it clearly in the photo — the large-diameter grey tubing curving down the hillside.

How a scaffolding rubbish chute works:

The chute is a series of interlocking plastic tube sections attached to the scaffolding structure at regular intervals. Waste is dropped in at the top and travels down by gravity, depositing into the skip at the bottom. The chute is enclosed — no material escapes in transit, nothing rains down on workers or passers-by below.

For a Wellington hillside job like this one, a rubbish chute isn't a luxury. It's the difference between a safe, productive site and a chaotic one where materials are being hauled down ladders or thrown down the bank. The chute ran for the full duration of the scaffolding hire, handling all the waste from the renovation trades above.

Solution 3: Loading Bay at Road Level

The third challenge was deliveries. New materials — cladding, roofing, fixings, paint — needed to reach the upper site throughout the job. Without a loading bay at road level, every delivery would require manual carrying from the truck to the stair tower and up the site — slow, tiring, and risky.

We built a loading bay into the base of the scaffolding structure at road level. This is a dedicated platform with load-bearing capacity to receive pallets and bundles of material from delivery vehicles, positioned so that a forklift or hiab truck can set materials down directly onto the platform. From there, materials can be moved up to the working level via the stair tower.

The loading bay also functions as a staging area — a level, protected workspace at the base of the site where materials can be sorted and checked before going up. On a busy hillside renovation site, this kind of organisation is what keeps the programme on schedule.
